Pueblo Laguna Beach Club II liquidating

As a longtime owner of 2 weeks at Pueblo Laguna Beach Club II near Garrucha/Vera (and Mojacar) in Costa del Almeria/Sol I wasn't too surprised to see a letter today informing us that they have an EGM on Feb 24th at which it is likely that they will decide to liquidate the whole development. They put a good case as to why.
Costs that are untenable include new EU laws requiring installation of facilities for the disabled, higher than expected costs of refurbishment ( original 1980's plumbing/wiring now found to be substandard and needs replacing), 3% municipal tax payable due to foreign ownership, various payment defaulters including 25% owners' maintanence fees unpaid & local floods and sewage failures with no guarantee of funding for repairs from local government.
The management company ("Costafield") have offered free transfers to ownership at Dream Vacation Club (DVC) which supposedly has protection under the same trustee as Pueblo Laguna - i.e. First National Trustee Company (FNTC) ; the transfers would be into either Mitaflores Beach and Country Club or Jardines del Puerto. Maintenance fees are higher than Pueblo Laguna (350/456 Euros 1bed/2bed) although DVC would swallow the extra cost for the current year (2005 fees).
Included was a DVC information CD and transfer form.
I haven't seen news of this situation elsewhere (did an extensive Google search) but transferring seems to be the best way to cut our losses as waiting for any money after liquidation would probably be fruitless and no doubt banks, tax authorities and others would get paid first - perhaps with no money to owners of weeks.
